The Government

 

The term “the government” cannot be assumed to be shorthand for representing the members of Congress. Congress is a part of the United States government.
As stated in Black’s Dictionary 6th Edition:

 

            “In the United States, government consists of the executive, legislative, and judicial branches in addition to administrative agencies. In a broader sense, includes the federal government and all its agencies and bureaus, state and county governments, and city and township governments.”

 

Thus the term “the government” is imprecise at best as the term as defined includes branches of the government who were not parties to the suit. Therefore the term does not answer the most basic question of legal representation: who exactly are Ms. Utiger’s clients?
