Public Document

 

“A state paper, or other instrument of public important or interest, issued or published by authority of congress or a state legislature. Also any document or record, evidencing or connected with the public business or administration of public affairs, preserved in or issued by any department of the government. One of the publications printed by order of congress or either house thereof. Broadly any document open to public inspection.

Note: It is self-evident that the Constitution of the United States and its administration (or lack of it) by the government created by that document is clearly “public business.” Therefore any comment made by a public official charged with enforcement or obedience to that document who makes a written comment on that enforcement or obedience clearly is issuing a public document.
